CORPORATE STRUCTURE & RELATIONSHIPS

The RELATIONSHIPS CHART in the annual report arguably misdescribes the corporate entity that is the QVMAG. 

Indeed, it is an example of the extent to which the governance function (Policy & Strategic Development) has been 'blurred' with  the operation's management function (the implementation of Policy & Strategies) and arguably to the detriment of the 'purposefulness' of the QVMAG as a public 'musingplace'. 

Moreover, the chart demonstrates that the operation sees itself as being self-determining and functionally unaccountable to the 'constituency' that funds it and that 'owns' QVMAG Collections in law & lore. 

In regard to accountability it is important to maintain the distinction between governance and management. This chart demonstrates the various disconnects between QVMAG constituencies (owners), governance and management. Indeed, it might even be read as showing a disconnect (disengagement) between the 'operation' an its audience and/or Community of Ownership & Interest.

THE REPORT: 

  • Does not demonstrate the distinction between Governance & Management 
  • Does not demonstrate the relationships between components of the corporate entity 
  • Does not acknowledge the MGAB role and relationships Demonstrates the disconnections between Governance & Management 

  • Does not acknowledge the institution's sources of funding Demonstrates the paradigm of 'discretionary accountability'


THE FORMALITIES: 
  • The report does not demonstrate that the City of Launceston acknowledges the distinction between Governance & Management in relation to the QVMAG
  • The report demonstrates that the Aldermen/Trustees have functionally abdicated their governance role in regard to the QVMAG 
  • The report demonstrates that, given the apparent Aldermanic disinterest in the QVMAG's governance the values invested in the QVMAG collections over 125+ years are at risk

THE WEBSITE:
  • Does not present the policies determined by the institution's Governance – Aldermen/Trustees
  • Does not demonstrate the credentials and skill sets of members of various advisory groups, committees & boards 
  • Does not acknowledge the memberships of associates and adjunct researchers 
  • Arguably demonstrates the institution's 'opacity' to the public and its Community of Ownership and Interest.



AUXILIARY SERVICES: 
  • Does not present an image of proactive audience engagement and a welcoming venue • Does not demonstrate the credentials a proactive entrepreneurial mindset 
  • Does not acknowledge the need to generate income in order to grow operational opportunities 
  • Arguably demonstrates the institution's disconnectedness with its Community of Ownership and Interest.
